Call for Applications – Heydar Aliyev International Education Grant Program 2025-2026
The Government of Azerbaijan has announced the call for applications for the “Heydar Aliyev International Education Grant Program” for the 2025-2026 academic year. This prestigious scholarship opportunity, established by presidential decree in July 2023, offers 100 international students the chance to study at Azerbaijan’s leading universities with comprehensive financial support.
Who Can Apply?
The scholarship is available to citizens from:
- Member states of the Organization of Islamic Cooperation
- Member states of the Non-Aligned Movement
- Small Island Developing States
- Countries sharing common cultural, ethnic and historical ties with Azerbaijan
Applicants must have strong academic records (GPA of at least 70 on a scale of 0-100) and meet age requirements: under 35 for undergraduate programs, under 40 for graduate programs, and under 45 for doctoral programs.
What’s Covered?
Selected scholars will receive:
- Full tuition fees including language preparatory courses
- Monthly allowance of 800 AZN (approximately $470 USD) for 10 months each year
- Annual medical insurance allowance of 200 AZN
- International economy class flights to and from Azerbaijan once yearly
- Visa support and temporary residence permit
Available Programs
Scholarships are available for:
- Bachelor’s programs (4-5 years)
- Master’s programs (1.5-2 years)
- General medicine programs (5-6 years)
- Medical residency programs (2-5 years)
- Doctoral (PhD) programs (3 years)
- Preparatory courses (6 months to 1 year)
Application Timeline
- First stage: March 15 to May 15, 2025 – Submit applications to relevant government authorities in your country
- Second stage: June 1 to June 15, 2025 – Complete online application in the SIACAS portal
- Evaluation period: June 16 to July 15, 2025
- Notification of selected candidates: July 16 to July 31, 2025
- Academic year begins: September 15, 2025
How to Apply
The application process involves two stages. First, candidates must be nominated by their home country’s government agencies. Then, shortlisted applicants will register through the Study in Azerbaijan Centralized Admission Service (SIACAS) website.
