OVERVIEW OF THE FUNCTIONS OF THE POST
Under the authority of the Director of the Bureau of Human Resources Management (HRM), the head of the Management Support and Coordination Unit (HRM/MSC) provides strategic advice, quality control and management support to the Director HRM and ensures the overall coordination of the development, implementation and monitoring of the approved policy and budget of HRM, as well as the Bureau’s communication with Sectors/Bureaux/Offices at UNESCO, with other agencies of the UN System and with external partners.
Specifically, the incumbent shall:
Long Description
- Provide overall support to Director HRM by producing substantive and quality input, analysis, advice, and recommendations on a variety of HR issues.
- Lead the HRM/MSC Unit to coordinate the Bureau of Human Resources’ activities and budget.
- Contribute to the development of major strategic programme orientation for HRM based on thorough analysis of past and ongoing activities, evaluations and priorities expressed by members states.
- Coordinate and support consistency in planning and monitoring practices across HRM.
- Lead the coordination of HRM’s contributions to the governing bodies of the organization, including quality assurance of all documents provided by HRM.
- Lead, coordinate HRM communication, ensure harmonization of HRM communications to staff at large and develop HRM branding strategy.
- Act as focal point of for the follow up of evaluation and audit recommendations regarding HRM activities.
- Support Director HRM in joint staff management relations and some wellbeing activities.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (master degree or equivalent) in human resource management, business or public administration, organizational development, industrial psychology, law or related fields.
- A first-level university degree in combination with three additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in human resources management, administration or closely related area(s), of which preferably 3 years acquired at the international level.

- Excellent knowledge (spoken and written) of English or French and good knowledge of the other.
DESIRABLE QUALIFICATIONS
Work Experience
- Experience in an international/multilateral entity, preferably a UN common system organisation.
- Expertise in conflict resolution, multi-functional collaboration, and project management.
- Experience in supporting organization-wide change management programmes.
Skills and competecies
- Good knowledge of results-based and budget management tools.
Languages
- Knowledge of other UNESCO official languages (Arabic, Chinese, Russian or Spanish).
