In light of the global celebrations observed each year on 28 September, UNESCO and Cartooning for Peace seek to reiterate the importance of mainstreaming access to information and participation in the public sector.
While significant progress has been made in expanding public access to information since the adoption of the UN Sustainable Development Agenda 2030, much remains to be done. Close to one-third of the UN Member States still lack access to information legislation.
UNESCO, as the custodian agency for SDG 16.10.2, publishes reports each year highlighting key findings on the adoption and implementation of Access to Information laws globally. These reports include case studies and best practices. For instance, the 2022 report “A Steady Path Forward: UNESCO 2022 Report on Public Access to Information (SDG 16.10.2)” analyzes data from 123 countries and territories, addressing privacy protection in the digital age, the role of access to information in countering disinformation and the impact of the proactive disclosure of government information as a means to ensure transparency and accountability in the public sector.

The UNESCO Information For All Programme (IFAP) Working Group on Information Accessibility (WGIA), is hosting its fifth online conference on 28 September 2024 to commemorate the International Day for Universal Access to Information.
This year’s event is a collaboration among the College of Social Sciences and Humanities, the University of Alberta, Canada, the Alberta Machine Intelligence Institute (Amii), the Broadcasting Commission of Jamaica and the UNESCO Offices for the Caribbean and Southern Africa.
The Conference will explore the risks and opportunities of AI and the proliferation of government information. Discussions will provide insight in emerging technologies intellectual property and information accessibility.

UNESCO Quito Office in collaboration with the Ombudsman’s Office, GIZ, USAID, and Counterpart International will launch the Week for Transparency on 23-30 September 2024. The event with the theme ‘Second generation transparency in the context of the 4th industrial revolution and open government’ will highlight lessons learned, challenges, and transferable experiences related to technological solutions.

The events will be broadcasted on television on the International Day of Universal Access to Information. As part of the initiative funded by the International Programme for the Development of Communication (IPDC), the NGO Ilontsera Media Matters will also organize training sessions for journalists and parliamentarians on key characteristics of the draft access to information law.
